It's the template causing the problem, per p8pbb support:
Your phpBB style is loaded in wrapped mode but is not adopted for it, you should update the code for inclusion into Joomla template, style should not have <html>, <head> and <body> tags, check our jprosilver as example.
If I load their pre-made "jsilver" style it loads fine. But it's an ugly theme, so, bleh.
